HACD Bylaw Change Proposed:

During its teleconference meeting on June 1, 2018, the HACD Board of Directors voted to amend the
HACD By-Laws to create an organizational/ corporate membership category. As per Article 9 of the
current By-Laws, that proposed amendment must now be voted on by the HACD membership.
 
Should the HACD By-Laws be amended as follows?
 Insert “organizations and corporations” into section 3.1.
 Insert a new section, “4.4 Organizational and corporate members shall receive the
HACD newsletter, all general correspondence to members, and have other rights and
privileges as determined from time to time by the HACD Board of Directors.”.
 Change existing section 5.3 to 5.4 and insert a new section “5.3 Organizational and
corporate membership does not include voting privileges.”

If approved, the amended by-laws would read as follows:
 
Article 3. MEMBERSHIP AND DUES
3.1 Membership in the Division shall be open to persons, organizations and corporations holding current membership in the BFA.
3.2 The Division may set annual membership dues, as it deems appropriate.
3.3 Persons shall join the Division as either a pilot member (private or commercial hot air balloon certificate required), or as an event official member (including observers).
 
Article 4. RIGHTS AND PRIVILEGES
4.1 Pilot members of this Division shall have the right to compete in sanctioned competition or events submitting task results for inclusion in the National Eligibility ranking system. Membership in this Division is a requirement for entry into the National Eligibility ranking system. Pilot members may also serve as event officials or observers in sanctioned competition.
4.2 Event Official members of this Division shall have the right to serve as officials in sanctioned competition.
4.3 The Division, under rules adopted by the Division Board, may allow nonmembers to serve as officials at sanctioned competition.
4.4 Organizational and corporate members shall receive the HACD newsletter, all general correspondence to members, and have other rights and privileges as determined from time to time by the HACD Board of Directors.
 
Article 5. VOTING
5.1 Those pilot members who have paid their membership dues at least 30 days prior to the election shall hold voting rights in the Division. Pilot members have the right to vote for Regional Directors and two Pilot at-large Directors.
5.2 Those event official members who have paid their membership dues at least 30 days prior to the election shall hold voting rights in the Division. Event official members have the right to vote for Regional Directors and the Event Official at large Director.
5.3 Organizational and corporate membership does not include voting privileges.
5.4 In elections for the Division Board of Directors, members shall vote for candidates within their respective BFA Regions and for at-large members.
